You'll just have to move up to Maine, John!  No emissions testing, no visual
engine bay inspection.  Just put 'er on the lift, make sure the lights work,
the brake calipers and ebrake cables aren't frozen and that there are no
holes in the exhaust.

Maine, the way life should be, right????  ;-)

Very well said.  Same emissions issues here in MA, but with a twist.  '83s
are exempt, '84s are not!  Damn.  Though I'd have to say that, here at
least, in terms of visual inspection there's often a big difference between
what's legal and what one can get away with.

I believe there are justifications for keeping CIS ... states like CA have
big time 
problems approving an aftermarket system without extensive testing.  If you
can slip a 
beefed up Abt FD (it probably even has a CARB number) into a car and know
that you are not 
going to get beefed by the SmogPROs (TM) there is definite value to that.
California is 
not the only state that has the Draconian emissions control bureaucracies,
and not 
everyone is going for peak performance.
