... think what you will ... but from what I see for myself and from
others things are getting tighter and tighter. Techs are getting out of
the business because the government sends ringers in to try to trip them
up. In some cases you can find someone who will run the test for you as
long as your exhaust meets the standard ... but the folks who do this
are extremely wary. If the engine has a mechanism like EGR they will
test its function, and even if your car passes the emissions limits you
will be failed if the EGR is broken. The limits on the amount you are
required to pay to fix problems have increased. It ain't going to get
easier as time goes on either ...
I've never heard of anyone getting caught, but the penalties for
willfully sneaking something by are stiff.
... all that said ... the rules do allow for engines to be replaced with
engines from newer vehicles ... so if you could find an EFI'ed
5-cylinder and install it in your car you can do it all completely
legally. It is not that the engine *must* be the same configuration ...
or even from the same manufacturer ... so that LT-1 5kQ would be
smog'able in California if it was done right.
