[urq] American owning urq in Europe.: nice urq for sale in Finland

I can retire in 3.2 years and would like to spend 5 or 6 months of the year in europe.  Is there a prefered country red-tape or tax wise where I could own a urq in Europe year-round?   I speak some italian , french and spanish.
