[urq] Penetrating Oil

Would anybody like to recommend, with the benefit  of their extended 
experience, the most effective penetrating oil they have used.  I have tried several 
products over the years with varying success and really  need something to 
remove rusted Caliper guide(guide to strut) bracket  bolts. Is careful application 
of a propane torch most effective?
