Okay, here's how to get to the lock cylinder in the gas cap.  Take a
three-jaw (or four I suppose) puller and hook the jaws on the edge of
the plastic, and put a socket that is the same diameter of the lock
face, on the lock face, with the middle threaded rod/pusher thing on
the socket.  Hold the jaws on the edge of the plastic cap so they
don't slip off, and crank down on the middle of the puller, pushing
down on the lock cylinder.  Keep it all aligned so the socket goes in
the hole in the plastic and the jaws pry the plastic off of the cap. 
The cylinder stays with the back of it.  It's not hard to do with the
right technique.
