... I think I know what plate you're talking about ... the plate that holds the switch for the injector cooling fan??? I wish I had my wiring diagram here with me!  I'm thinking that they run +12 directly down to the backup light switch ... sometimes the clip that holds the wire in place cuts through the insulation ... that would be my first suspect.  Have you tried simply turning on the ignition without starting the engine?  If you do this and the smoke appears it gives some clues as to where to check in the wiring diagram.  Another thing to try is to insert a jumper in place of the fuel pump relay to see if that circuit is the source of the smoke.  I really hate recommending doing troubleshooting in this way ... you're damaging a wire and might well start a fire ... so be very careful!  

I've been thinking about what other electrical devices are over on that side of the car ... could the smoke be coming from the starter?  There's a bypass valve that is opened to raise the idle when the A/C is running ... pretty sure that thing is on the fire wall in the area in question, but I think it is high enough that you'd probably see it smoking if that was the problem ...

... this is the return line ... which should not be under any pressure.  Nothing particularly special IMO ... just be sure to hit the fasteners with penetrating oil before going in to remove the line ... and get the gaskets ahead of time ...
