I don't see any mention of the Warmup Regulator?
As that device should be directly influencing mixture strength vs engine
temp/warmup time, it's probalby something that could be related to your
problem.
As someone else mentioned, you could also check your fuel pressures, (in
terms of the fuel distributor, not the pump pressure), as the Warmup
Regulator controls those internal fuel distibutor pressures to some extent.
