It has to be one or the other, either physical or fuel/timing issue.
Otherwise it's got a mind of it's own.

No hangups, no physical binding, No silly stuff like cruise control binding
- this thing is clean.
This engine has been through and sorted, and has good fuel pressure and
control pressure goes through proper range.

Ben,
On my MC1 thottle body, the throttle plate was NOT tight
enough, and it would sometimes "hang up" in the bore,
causing some strange throttle situations. After adjusting,
and cleaning the TB all was fine for 9 years of motoring.
