... it has nothing whatsoever to do with fueling ... other than the fact
that there's a whole bunch of rubber plumbing of metered air in that
area ... and any leak will screw up the mixture. The decal valve is
just intended to allow air to bypass the throttle plate to prevent the
manifold pressure from going too far negative. If the manifold vacuum
goes too high you can get increased oxides of Nitrogen in the exhaust.
It is only installed on the WX because the WR does not have any of the
emission controls of the WX.
