[urq] Vacuum limiter

Yeah...same thing.  You can use the decel valve to adjust how quickly 
the engine returns to idle.  Sort of a poor man's lightweight 
flywheel...though it only works in one direction.  Don't adjust it too 
tight or the engine will stall if you drop the throttle from too high an 
engine speed.
