[urq] Another stumbling problem!

The problem could be also the restriction in supply line from the tank. 
Make sure that line is clear. To eliminate the possibility of FP el. 
circuit problem, for the test only, replace the FP relay with standard 4 
pin one. That would make FP run with just ignition 'on', and note any 
difference.
