Dave,

The urq's primitive A/C operates in recirculate mode always (no fresh air) 
once the temp lever goes to max cold.  Vacuum to the fresh air door is 
controlled by a little vacuum switch right on the controls.  Sounds like a 
vacuum leak in that section.  If the switch is cracked, you're going to 
have to go to do what  Audi did in '84 by switching the flap servo with an 
electric solenoid like on the 4000 quattros.  You will need the later coupe 
GT panel with the A/C rocker switch and do some minor re-wiring.  Looks 
better anyway.  You'll also need to put the thermostat on the evaporator as 
the old controls also had the thermostat switch mounted on it.
