[urq] Warm-up regulator: they are not all the same...

I have the answer to my own question: the WX warm-up regulator do enrich
the mixture at part and full throttle, in addition to its basic function
of warm-up regulation. The Probst book confirms this at page 21. 

Also, I can confirm this from the little road test I did this morning
with the correct regulator in Eric's car. The car is indeed faster, with
a much stronger pull at mid-RPMs.
