Of course it's a scam.  A buddy of mine and I have been toying with this
joker for the last coupe of days now.  See below.

HELLO CHRIS I WILL MAKE A OFFER BY PAYING YOU 700 USD OKAY SO KINDLY GET
BACK TO ME WITH YOUR ADDRESS WERE THE PAYMENT WILL BE MADE PAYABLE TO AS
SOON AS POSSIBLE SO I CAN GET IT FORWARDED TO MY CLIENT TO ISSSUE THE
PAYMENT OUT OKAY
