Maybe for a few.  The Germans hate to cut jobs/lay people off.  So  
attrition through moving was the smart way to do it.  As much as I  
hate to see them go, there's no way they need 1500+ employees to  
Market VW/Audi/Lamborghini/Bentley/Bugatti in the US
