One issue not mentioned so far is the effect of fuel pump capacity.

The fuel pump is a positive displacement pump and therefore delivers a 
constant volumetric flow of fuel. If the engine is not running, the flow 
from the tank to the pump, from pump to engine and engine to fuel tank are 
all equal to the pump capacity. When the engine is running, only the return 
flow to the fuel tank is reduced.
