Bernie,

Reynolds advanced materials sells 2 part urethanes and rubbers which can 
be used for bumper plugs.
The trick would be to find the proper strength rubber and then make some 
basic molds.  Those plugs should not be that hard to replicate.  A color 
admix will be more difficult, but if a paintable version is needed 
shouldn't be too hard.   I had to use their products to replicate rally 
bump stops as the originals which fit around a 1" piston aren't 
available from Sachs.
