Bentley shows that on the '85/'86 models the Thermo-time switch and CSV are
powered via a connection to the secondary contacts on the starter (black
wire to terminal 15A). This means that you would only see power to these
circuits when the engine was cranking. On the older cars the power is
provided directly by the ignition switch. It looks like you should not
expect to see solid 12V to the CSI / TTS ... which makes sense. The WUR is
powered via the fuel pump relay, so it should see power whenever the engine
is running ...
What is the problem you're trying to track down?

Does anybody have definitive info on the relay panels?
What relay is where?
Some are identified in the underside of the fuse panel
cover or behind the knee panel, but it's very vague.
I have no juice the the TT switch or the CSV, but have
11.5 v to the WUR.
