Does the car have an under dash fuse box or is it under the hood?
Electric issues for under dash fuse cars are maddening.
I have seen this happen with less than perfect connections at the starter.
Either the battery power cable or the solenoid wire can do it, but sounds like
you have checked those. The starters are very prone to heat soak issues and
can have problems even when cold after enough heat exposure.
The low voltage at the solenoid sounds suspect to me. I can't remember if
all cars or just the later ones had a "load reduction relay" to cut power to
all systems when cranking to give all power to the starter and ignition. If so,
that it's wiring could be an issue as well. If you can access it, when it
acts up, try jumping the starter power cable terminal to the solenoid post
(remote starter switch works well for this) which should give it full battery
voltage. If it cranks you know you have a problem getting the power to the
starter. If not the starter is toast.
