Actually, it sets the static mixture, which the engine depends on when 
cold (OXS not active yet) and at WOT (OXS ignored for richer mixture).

Setting it a bit richer can "compensate" for air leaks during cold 
starts, but eventually mucks up the normal running and WOT performance.

As said, after you fix whatever is wrong, it should be carefully reset.
