[urq] 0.15A constant drain on the battery

Sounds like you answered your own question.  It's not where you looked, so time to look elsewhere.  I can't think of a circuit that is not fused so maybe it is on the aux panel, though IIRC, these are higher draw applications.
2W sure sounds like a lamp somewhere.
