[urq] 0.15A constant drain on the battery

I usally start by pulling all the fuses, and see what the draw is.
That way, if it's unfused, you can then start there. Unfused is the
alternator, the rad fan, and the starter. I may also be forgetting
some things, but these are the main ones.
