Mike,

Those numbers look great.

Even though those are post converter readings, (I'm assuming the
converter is still on the car?) I'm really confident that your car will pass by simply increasing base idle to 1100 rpm.
If the converter has been removed I'd increase the CO just a touch, a little on the lean
side will cause a lean misfire, increasing the HC's

Just make sure the car is nice and warm when you take it in.

Thank you for the reply! In case it helps, here are the numbers and additional info from the two tests:

First test:

Car had been sitting a while since last run. Stabil added to fuel. Short (~10 miles maybe) warm up before test (it was a mad dash to get done before I had gallbladder surgery a week ago today--DMV renewal is/was due today).

HC idle = 129 (needs to be <120) fail
HC 2500 RPM = 45 (needs to be <150) pass
CO idle = 0.99 (needs to be <1.5) pass
CO 2500 RPM = 0.91 (needs to be <1.5) pass

Second test:

Drove the car with Techron added to fuel around 60 miles yesterday and another 40 this morning to run down tank before refueling. Adjusted duty cycle
 to ~45%. Idles bad when dipstick is pulled (quick and dirty "no vacuum leaks" test, not totally conclusive I admit). 

HC idle = 146 (needs to be <120) fail

HC 2500 RPM = 33 (needs to be <150) pass

CO idle = 0.85 (needs to be <1.5) pass
CO 2500 RPM = 0.83 (needs to be <1.5) pass

I like the higher idle idea and will give that a try. Any other ideas?

I'm a licenced drive clean technician up here in Canada.

Hi HC could be a few things, however seeing as 90% of high HC readings
that I've encountered with CIS cars can be remedied by simply increasing the base
idle. I don't know what the base idle rpm's are in you area, but up here in Canada
the max idle permitted idle is 1200 rpm. I have seen many CIS cars pass by simply increasing base idle to 1100 rpm.I have personally seen 3 urq's pass smog by simply
increasing base idle.

I've tried getting my '83 Ur-Q to pass CA emissions testing twice now, failed both times. High HC at idle. Everything else passes. The first time it failed (129 with an allowable 120 hc) I thought maybe old fuel (it was old, but did have Stabil added to it for storage). I ran a bottle of techron, ran the old fuel out of the tank and gave it some fresh fuel, setup the DC at ~42-45% (it actually was not far off but hadn't been adjusted since I bought the car and first registered it in CA six years ago now). On the second try the 2000 RPM HC had dropped (was low before) but the idle HC actually increased to 145. I have an appointment set for the smog shop to look at it in the morning, the tech seemed pretty knowledgeable about Audis and old CIS and was confident he could get it to
 pass. Apparently now in CA repairs must be performed by a licensed smog repair shop (they sort of scolded me for my DIY efforts). Lovely. The car only has 93k miles and is running
 excellent (the tech even mentioned how nice it is running).

Should I let these guys have a shot at it? Any ideas for things I should check?
