[urq] ADMIN: recruiting sublist admins

Brett,

While I do admire the effort you've gone to in order to try to 
resuscitate the "minor" lists, why not just fold them back into the main 
list?

Wasn't the reason for creating them the 150+ emails a day the main list 
used to have to deal with?
