[urq] Starting and running after hot start

Partially right : the cold start valve has a "hot start pulse relay" (813 906 064 for the early style fusebox) to inject smaller quantities of fuel when warm. Worth checking it's behaviour. When starting hot, one can hear it double-clicking (click-click) from above the fuse box at about 1-2 Hz.

As with most CIS running problems...vacuum leak.

When cold, CIS will fire the cold start injector and a car with a vacuum
leak will start OK.
Once warm, the cold start injector does not squirt and a vacuum leak can
keep the throttle plate from rising.
