After reading all your responses, I feel the need to be a little more specific... 

First of all, there is nothing wrong with the new rebuilt engine (as it's not running 
yet), it was my old 300K KM engine which had been opened up and damaged by possibly sand 
and the very reason for the rebuilt in the first place. 

And yes, I did use the same PiperCross air filter for over 8+ years and cleaned it only 
twice if I remember correctly, but I'm 100% sure I never soaked it with oil after I washed 
it out, so I guess it must have been less effective each year without the proper 
maintenance... my bad, very bad... 

Summary: 

My old 300K engine showed signs of damage by what's the rebuilder says, 'could be' sand; 

The 0 KM rebuilt engine will be dropped in the car this month, and after reading your 
reply, let's hope they DID properly cleaned out all the sand after blasting...
