[urq] [s-cars] Weird urq behavior

I've had a very similar problem with with my 3B converted urq ever since
I got it back together last August.
For me it has never happened at an idle, primarily at light throttle and
occasionally heavy throttle.

Last night I took it out and it did it about 20 times in 5 miles.
Then the 5 mile trip on the way home it did it only once.

I drove the car to work today.  In 18 miles it did it twice.
Then, I went to show the car to a coworker and it would not start.
The fuel pump is definitely not running.

Maybe I'll get to the bottom of this sooner than I thought.
