I've been told by experts I trust that the 3B will support 18 PSI very well and that 20 will take you to the edge of the abyss, but may last if not pushed as in a track scenario. I would guess 28 would overstress vital internal engine components.
Others will probably post that they are running "xx" PSI for years with no problems, but I _personally_ I wouldn't go over 20.
