[urq] Sway bar hardware

Guys,
The spacer was '84 only to accomodate the 8" wheel which was introduced
that year, starting '85 the valance itself was wider and spacer is not
needed.
The template for the spacer is in Bentley manual so anyone can make the
spacer themselves out some plastic sheet and install on earlier cars to
cover the larger tire section.
