[urq] Fuelpump relay #67 faulty?

My fuelpump is not running with the #67 relay in place so I took it out and hardwired terminal 30 and 87 in the box and now the pump/engine is running. 

If I only turn the ignition on, I see 12V on terminals 86 and 85, but if I start the engine, the current drops far below 12V, is this normal behavior?

I ask because I'm not sure if  replacing the old relais will resolve the problem: it seems to work fine by itself (verified).
