It isn't an Urquattro speedo, but my VW Beetle speedometer is also 
magnetically driven and
was behaving similarly. Except that once it clicked to life, it would shriek 
loudly as in pain.
I diassembled it and found that the main shaft was corroded and needed 
cleaning and lubrication.
It works beautifully now.   Might be worth a try on yours.
