[urq] Steering Lock Upper Cover Removal

Maybe you need to remove the instrument panel trim to get some space ? I did
it on a friend 85 urq, but I don’t remember how I did it. Sure I did not
drill any shear bolt.

I'm sure I haven't had to lower my column to remove the top cover, just the 
wheel. At one point during my rebuild the wheel was being taken off 
frequently and so I used a centre punch to put a ding in the wheel hub and 
in the end of the column so that the wheel is easy to line up when removed.
