[urq] NAC : the new rally cars...

Hi all you speed freaks.

What's with the new rally car fenders ? They all sport some cut-down
narrower fenders behind the wheels (front or rear). 

Why is that ? 
To let the dust/pebbles/dirt cover the road behind the car to slow the next
cars ? 
To produce more dust/snow/water for a better TV show ?
To expel heat from the brakes ?
