[urq] Prepump filter

I kind of duplicated the pre filter in stainless ,
with a detachable lid and o-ring seals .
The filter element insiode is a common common cartdridge filter
 wich can be serviced and replaced if needed .

I've used a cartdrige from a 68 ford mustang inline six engine but I'm sure 
there are many alternatives .
