I know what you mean, but I'm not that sure about it.
In theory, you should be able to remove the crank pulley/harmonic damper
with the bumper and air dam in place using the 2084 locker and the 2079
torque extender. In my experience, it's very hard to get a 2079 onto most
cars because even the slightest frontal tap (what we call a 'supermarket
trolley tap') is enough to push the front of the car in a centimetre or two.

If they are missing, then the lower valance will hit the crank pulley at
high-speed... They have a double function : funnel airflow and brace the
lower valance.
