[urq] Can someone measure the voltage for me , as per the photo? stock 1983

Key off,  fuse 15 and the pedal area seems to be a good ground.   I get zero volts.    One test is worth a 1000 gurus. 

built in 1982 vin < 500.     Fuse box is underdash.  


My rad fan doesn't run at all, even with a/c lever turned over to the blue dot.    It's probably easy  to pull the fuse box down and take a look behind, but I've never done that , so I am a bit timid.  I'm waiting for necessity to force me to pull it out from the rats nest.   I even bought a new fuse box last week. 


I've peeked at the wiring diagrams, which don't have the typical 30,15, x at the top - but it seems like fuse 15 should be hot at all times.   If not, it's cause I don't understand the load reduction relay yet.     My son,  the electrical engineer will be home for a week.  That might help.

but if url's dont come across,   my id is 84quattro on photobucket (nope, I dont have an 84).   I only have about 20 pictures up.    One probe touching fuse 15, the other touching the pedal bracket.
