[urq] tires and premature ageing

I'm following this thread with interest, because sooner or later I will need to replace the 225/50x15 Kuhmos that I have on 8J Ronals on my 83 Urq.

I was confused by Tony's comment. If the factory recommend size for the Urq 8J is 215/50x15 how can the 225/50x15 be undersized? If nothing else it would be oversize. It does affect my speedometer to show a lower speed than what I'm actually traveling at. Am I missing something?
