does oil indicate metal fillings?
Piston to wall clearance?
You can run an engine without water for minutes without adverse effect
spin engine without plugs it should turn freely
check starter bending spring
Does not run at idle indicate resistance has to be overcome?
which causes subsequent seizure?
Somewhere your clearances are off perhaps
