[V6-12v] Mileage

MY '94 90s Auto is an interesting mixed bag.
I used to get around 23mpg or so with mixed driving - NYC traffic then 100 
miles, return and then repeat next week. Oddly, last year I returned from a 
trip to Kentucky (getting almost 30mpg flat out on the highway w/ AC going 
at 85mph and through the rolling midwest hills) and had an oil change done. 
Then the CEL started coming on intermittently (didn't do anything about it 
until a month ago - massive vacuum leak) after the car had warmed up for a 
certain amount of time (20 blocks). Well my driving habits in the fall 
changed to about 2 trips a day of 7-8 miles of stoplight to stoplight 
driving. Mileage plummeted to 18-20mpg, and that was only if I had a longer 
drive to help add highway miles to the odo. I changed the O2 sensors back 
in the fall and the mileage didn't change.

Well, now that my vacuum leak is fixed, along with TB gasket mod and 
cleaning MAF, along with new air filter, I figured my mileage would rebound 
as I am back to a much more mixed driving pattern, but I'm barely getting 
over 20mpg on this new mixed driving without the 8 mile commute.

Anyone think the vacuum leaks caused the O2 sensors to get hit with too 
rich of a mixture and ruined them?

So, this could have read:
mixed 22-23mph
city  18mpg
highway 27-28mpg
