I recommend Loctite #243 what is medium strength thread lock and it is OIL
resistant. (~$5 for 5g)
The panel can be easily removed without removing the steering wheel.
To get the panel out unscrew the two Philips screws which holds the plastic
bar between the panel and steering wheel. (Screws are downside up - one is
right above the ignition keyhole and second is on the same place just left
from steering wheel). Once you pry the bar out (left side and then pull it
to the left) you will see three Philips screws on the bottom panel side.
Unscrew them and pry the panel out.
Just be very gently to not break the plastic holders on the bottom side.
The cables are not long enough, so you must pull the right side out to reach
behind it with hand and disconnect them.
It is useful to look there with some light for the first time - from
passenger seat - where are the connectors and how to disengage their locks..
After disconnecting you can get the whole panel out easily.

BTW: Bentley recommends that you use blue locktite on the set screws
holding the ignition switch in place.
