At 7C I would expect the compressor to be cycling off on low suction
pressure (condenser temperature). This is absolutely normal. It does this to
prevent icing up the condenser.

If, on the other hand, it cycles a lot when it's 35C out, then you have a
low refrigerant charge. 

If you really have a hard spot with it, and don't feel you need the added
benefit the AC gives in terms of defogging your windshield, then you will
hurt nothing by disconnecting the compressor electrically.
