[V6-12v] serpentine (accessory) belt - revisited

Gentlepeople,

Now that I have good weather and time, I tried to replace
my serpentine (accessory) belt again.  I had been trying to
move the idler pulley using a T42 Torx driver.  I ended up
ruining the Torx driver.

A call to the list pointed out that it should be a 10mm Allen bolt.
Upon further investigation (and getting the Family Album up and
running), it seems I missed the boat.  There is a second part to
the "belt tensioning damper", item 4A-R-029 518, part number
078-903-133-Q (Model A10, year 94, MG 9, SG 03, illustration 903-70).

The "other" part of the damper, bolted to the engine block, does
indeed take a 10mm hex head wrench.  So I put a long Allen wrench
on it, and it wouldn't budge.  I put a 10mm hex driver in a
3/8" breaker bar, and with a 2 foot (65cm) cheater pipe, *still*
couldn't budge it. I buggered the breaker bar (Hello, Craftsman?).

Q1. Does a 10mm hex wrench, turned clockwise, release the tension
     on the idler pulley/belt tensioning damper?

Q2. Should the damper move freely, but with some effort?

Q3. Will rust penetrant applied to the 10mm hex head bolt free it?

Q4. If not, how the heck to you remove the thing?
