You can use a handheld propane torch, the type used for kitchen 
plumbing, rather than an oxy-acetylene torch -- it will normally keep 
the temps down enough not to ruin the aluminum (at least it does the 
trick on the aluminum blocks of motorcycles, where our header bolts 
often freeze up). Optionally, using a jet-style lighter or heating the 
engine by running it after applying the penetrating oil may work as 
well.
