My guess is that a bad O2 sensor might cause rich running, which
could stress and foul the cats, causing them to go bad.

The new O2 sensor(s) should correct the mixture (assuming nothing
else is bad) to run as it should. The cat cleans up the emissions.
An empty cat (provided all the bits are out) shouldn't affect the
mixture, but a good one might be needed to pass an emissions test.

At least, that's how I see it. So I'd say put the O2 sensors in
and not worry about the cat until emissions test time.
