So you've identified the problem. Now go do something about it!!! ;-) Your 
reasoning sounds very dead on. From what I know, the flow rate can be 
reduced if the pump can't deliver the pressure, it isn't bled, or if 
there's a restriction in the system. Since you changed the pump recently 
and bled the system, I'd vote for the restriction in the heater core or 
associated hoses. It should be possible to flush the thing out with the 
heater core mounted in the car.
