[V6-12v] heater core

okay,  been putting some miles on the 93 100 csqa, 
it's been getting cold lately in the morning...
noticed i get little to no heat :(

took a peak under the plastic cover where the heater
fan box is tonight.

I found the previous owner disconnected the heater
hoses going into the heater fan box and connected the
inlet hose to the outlet hose, eliminating any
antifreeze getting into the heater core...

Guessing the heater core probably leakes, it's the
only conclusion i can come up with :(

just exactly where is the heater core ?  under the
hood or under the dash ?  

also there is a funky little plastic/rubber thing next
to the heater box just where he connected the hoses
together.  What is this ?  Heater valve ?

i priced a heater valve and core at under a $100.- 
hoping it's not a complete horror to swap :(
