Any resistance other than an open-circuit should be acceptable.  When  
they fail, they fail open.  Just guessing, but I'd expect it to be in  
the low single digit ohms range, possibly in the high tenths of an  
ohm.  If the meter reads essentially zero, I'd still consider the  
pack good.  HTH
