Keith pointed out that you have the belt still attached.  Yes?  You either 
need to remove it, OR loosen the cam gears first, then 3199 should drop, and you 
can zero the crank back.  In reality what you have then, is a belt slop 
problem.  And a good thing you are replacing it.  Don't forget to ck/replace the 
hydraulic adjuster.
