[V8] IDLE STABLIZATION VALVE

Have you run the Output Diagnostic Tests?  Output Test
"Blink" #4431 will open and close the ISV continuously.  You
can also remove the ISV, plug in the wires and run the test.
Then look in the business end and watch the ISV operate.
