[V8] Timing Belt Installation (part 3)

No............don't have the Bentley.........
I have the TB on, eccentric idler pulley loose, camshaft sprocket bolts loose, 3199 flange plates securely in place, crank at TDC, vibration dampener on with 4 hexbolts tightened and main center bolt snug (not yet fully torqued), the three 13mm bolts securing the tension dampener are torqued down to 18 pounds..............what else?
I'm really just not 100% certain what to do with the stop plate (hex bolt loose..........plate moveable)...............
what I think I need to do next is move the stop plate to the right (it's loose) while facing the engine,
then manually depress (downwards) the tension dampener assembly (to lengthen it),
then slowly adjust the eccentric idler pulley in order to bring the tension dampener into spec lengthwise,
THEN tighten the camshaft sprocket bolts (with counterforce),
then remove 3199 tools
then rotate engine a few times and recheck tension dampener length
if OK, then torque down hexbolt for stop plate
the finally tighten main vibration dampener bolt.
etc.
That's what I think I need to do.............
